A few officers spoke candidly about the frustration they face within the department when trying to report misconduct.

"Officers who don't uphold the law set a bad example for the community, and it makes it harder for us to do our job," said Rachel West, a Montgomery County police officer. "We need to be accountable to each other and the public, and it starts with transparency and accountability within the department."

**Systemic Issues: Lack of Training and Leadership Accountability**

Community organizations have proposed several solutions to address police misconduct, including enhanced training, increased community engagement, and leadership accountability.

"The root of the problem is not just with individual officers, but with the system we have in place," said Dr. James, a professor of sociology at the University of Maryland. "We need to address the systemic issues that allow misconduct to occur and hold leaders accountable for creating a culture of accountability within the department."

**What's Being Done?**

While some initiatives have been implemented to address police misconduct, many feel that more needs to be done.

"We're taking small steps in the right direction, but we need a more comprehensive approach to addressing police misconduct," said Thomas Johnson, community organizer. "We need to hold our elected officials accountable for creating a system that prioritizes transparency, accountability, and community trust."

In recent years, Montgomery County has implemented a new platform for reporting misconduct in partnership with a local reporting organization. While activists see this as a small victory, more needs to be done to address the systemic issues plaguing the force.

"We can't just stop at reporting misconduct; we need to address the root causes of the problem and create a culture of accountability within the department," said Rachel Lee, NAACP Montgomery County chapter leader.
